The New York City Police Department is asking the public’s assistance identifying the male, depicted in the attached surveillance video clip and photographs, who is wanted for questioning in connection to a two-incident forcible touching pattern, that occurred within the confines of the 9th and 13th Precincts in Manhattan.
Details are as follows.
Incident #1 (9th Precinct): It was reported to police that on Thursday, October 22, 2020, at approximately 1730 hours, in the vicinity of St. Mark’s Place and 3rd Avenue, a 25-year-old female victim was walking down the street when she was approached by an unknown male individual, with his genitals exposed, who did grab the victim’s crotch, over her clothes and fled on foot southbound on Third Avenue to parts unknown.
The victim was not reported injured.
Incident #2 (13th Precinct): It was reported to police that on Sunday, October 25, 2020, at approximately 1650 hours, in the vicinity of 6th Avenue and W. 16th Street, a 55-year-old female victim was walking down the street when she was approached by an unknown male individual with his genitals exposed, who did grab the victim’s buttocks and fled on foot, southbound on 6th Avenue to parts unknown.
The victim was not reported injured.
The individual is described as a male, Black, 40-50 years of age.
On Saturday, December 12, 2020, at 0620 hours, pursuant to an ongoing investigation, the following 55-year-old male individual has been arrested and charged as follows.

Charges:
- sexual abuse;
- public lewdness;
- forcible touching;
- persistent sexual abuse.
The investigation remains ongoing.
All charges are merely accusations and all defendants are presumed innocent until and unless proven guilty.
